How do I fill charges on someone that took are car out of state with out are permison

Call your local authorities and ask the same question. They will get the person's name and have you fill out paperwork for the warrant.

Did they return the car? If so, its not likely to be prosecuted.

Unless they caused some damage to the car, or caused some loss to you, there is no civil case.

If you had reported the car as stolen when it was missing that might be a different story.

Is the car still out of state? If it is, then you can call the police and make a police report. The charge will be taking the car without your permission. Very similar to stealing the car, but a little bit different.

You don't file charges, but you report it stolen. If you gave them permission to use it, and they merely went out of state, your police may not press charges, depends on your local policy and procedures.
