I am filling my returns for 2008 as married filing jointly and wife on H4, who came in July 2008. I am on H1b visa. In order to file federal taxes I need to file by paper 1040 along with W-7 so that the IRS will fill the ITIN number and mail it to me.

A ) Now what happens with the State file? How do I fill ITIN here? Do I have to wait to get it from IRS.
b) Another question is, I received stimulus check of 600 last year. Am I eligible to get refund of another $600 since my filing status is changed this year or will it be received in mail this year?

Please let me know.

To get recovery rebate both the spouse need to have SSN. So I think this year you might not be elligible for tax rebate since your wife doesn't have SSN.

a) File federal return first. File state return only when you get ITIN.
2. No you will not get stimulus/recovery rebate as both of you must have SSN.
