Hi,

I'm an independent contractor who is neither a US citizen nor resident. I just received my copy of the 1099 form from my US client in the mail today. My question is do I need to pay taxes to the US?

If you are a foreign person and were not present in the U.S. to work, then your income is not subject to U.S. taxes.
It appears that you filled Form W9 and gave it you're the U.S. client. You need to fill Form W8BEN.

No, I didn't fill up anything. I just got the Copy B of form 1099-B in the mail.

Form 1099-B Proceeds from Broker and Barter Exchange Transactions.

You MAY be liable for U.S. taxes on the gains from your stocks. It depends on your home country and whether it has a tax treaty with the U.S.
