She is now the President and has gone way out of control, making new rules, such as no shoeson the porch or hall, no windchimes, not talking in the hall, no boxes left in hall by USPS.

We as associtiantion fee payers and tenanns wondeer if this is correct and can we continue living in fear of her as every write up that she makes is a A$ 25 fine and then additional late fees if we refuse to pay. ALso she does all of the things she is witing us up about, also walking around looking into our windows with her stares and hands on her hips.

She also yells at other's kids, as she said she does not want kids or animals living here.

Our local Legal Aid line is not helpful, and attorneys want fees just to consult.

I don't know what type of rules your board established, but usually there are multiple members of a board and the majority vote rules. If the other members don't agree to the "no windchime" policy, all they have to do is vote against it; as far as I'm aware, she's not allowed to make up the rules for what she deems necessary.

The first thing you need to do is learn the by laws of the association. This will spell out what officers the association should have, what powers officers have, how changes can be made, what can be done about an out of control officer and more.

Its possible, the president of the association can make quality of life rules and set fines. Or it may state that any such rules have to be approved by a percentage of the board or the homeowners.

Looking into people's windows is may be illegal. Ask your local police about voyeurism laws.

Doesn't the association retain an attorney? If so, you should be able to talk to them.
