My new puppy is 9 weeks old and sometimes after he eats and drinks I take him outside to pee but he doesn't go, so I take him back inside and a few minutes later he starts sniffing around and squats to go pee so I pick him up and take him back outside but once were outside he just walks around eating the grass and doesn't pee then I take him back inside and once again a few minutes later when I turn around for a minute he pee's on the carpet, keep in mind he only does this sometimes not all the time, its cold outside and it just recently snowed is that the reason for his behavior? Please help me correct this situation.

At nine weeks old he is just a baby baby and doubt he /she means to do this.

Do not be discouraged if they don't understand what you want them to do at first. They'll learn!

Puppies are physically unable to control their bladder function until at least three months of age. Because of this, you will need to be extra vigilant in taking your puppy to the designated potty area. You will need to take your puppy at least six times a day in the beginning. Good times to do this are first thing in the morning and last thing at night, after naps, meals, and playtime. If you notice your puppy sniffing the ground or going in circles, it is a good indication that they need to go.

When you catch your puppy going or about to go in the house clap your hands or make a distracting noise, pick him up and take him outside. Mum's right. The best times to take him our are after a nap, playtime, food, water, etc. if he goes as soon as you take him in the house from outside, maybe wait a couple minutes before you take him out. Also, get some training treats. When you take him outside, say "go potty" until he does and as soon as he's finished give him a treat and praise and bring him back in. this way he learns that he goes outside to go potty, not necessarily just to play. It works! You just have to be patient. Good luck! Keep us posted.
