My husband had a child with this girl before he even meet me.has not seen his little girl in over four years.she is about five now.we are married now and we have a family of our owen.how does he go about giving up his rights to the little girl?

There are all sorts of posts on this - if you use the "search" box at the top, next to the AMHD logo, you'll see the answers. Basically, he cannot.
The legal answer is that it is his legal responsibility to help support the child until someone else adopts her.
He doesn't have to visit or have contact but he cannot surrender his "rights" and by Law if required to do so, he must support her.
