My father is in China for the whole year last year. But he holds a SSN and greed card.

No. He must be here in the USA in order to qualify.

Yes, you can claim your father as dependent if you provided more than half of his support and he did not earn more than $3,500. It is not required that he lived with you if he is resident of the U.S.. Further, because he is a green card holder, he must file a federal tax return and report (and possibly pay taxes on) his world-wide income.
