here's the basics... I work for the federal government and was transferred from one location to another in July of 2008. Our PCS, Permanent Change of Station, manual covers all the ins and outs of our move. Included in our travel orders is a GHS, Guaranteed Homesale. Basically this states that if your home does not sell after 90 days on the market, the contracted vendor must buy your home at fair market value. This allows the employe to move his/her family without having to worry about sustaining two households on a government salary.

I accepted my PCS in June of 08 and have copies of my written authorization, which includes the GHS. My family and I listed the home with the contracted realtor and moved to temporary quarters in July 2008. After I had been at my new duty station for 3 weeks, the government "suspended" the GHS due to the vendor filing bankruptcy. I explained to my employer that if my home wasn't going to e purchased, said me back to my old duty station so that I at least have a home to live in. The gov. said this is not possible.

Here it is 7 months later and we are living in a rental at my new duty station (NJ$$) and are now tapped out in savings and have increased our unsecure debt for livng. I am still sustaining my home back at my old duty station but have no more resources to fund two households. Citi is telling me that they are going to move forward unless the gov. honors the contract and buys the house. My HQ in DC is telling to keep waiting because they renegotiating the contract with a new vendor. However, there is no date in sight for this contact. If I foreclose, my security clearance is violated for "just financial obligations" not being met. I have in excess of 15 years on the job and now this crap. This is my 3rd move and it is a nightmare.

My children and wife do not deserve this from our govrnment. How can the Feds give Citi millions but cannot honor their own PCS contract. There are approximatley 50 to 60 of us who got screwed like this during this past summer.

What can be done. Do not say "Sue". You can't sue the feds and win. Also, you will ironicaly be fired for something you've never done.
