Really stupid question but...
My girls want their bedroom redecorating my other half useless so am going to do it myself!
The problem is the walls are already papered with that very thick white paper can't think what it is called - other than it has ugly shells that tick out of it - if that at all makes sense!
I think trying to remove it will prove a lot of hard work and was wondering after a friend suggested putting a thick lining paper over the top of it to make the walls smooth would actually work!
Any advice before I give the other half a chance to laugh at my skills ?:)

I would be more concerned with how well the new paint will adhre to this lining paper you mentioned.

That may be your only course of action if you want smooth walls especially if the embossing sticks out a lot.

Yes it does in the shape of great big shells so not nice for a little girls room

Have you considered renting a wallpaper steamer? This should make the stripping job much easier.

Just wanted a rough guide to know if it would be hard to strip ?

Unfortunately, you never know until you try.

Some wallpaper is dry strippable. Some works well with a steamer. Some pulls the wall behind it off turning it into a divorce-causing, kid-screaming mess. Is there an unseen corner you can experiment on?

I would not recommend trying to paper over it. You'll still see marks from the paper underneath it.

There is no lining paper thick enough to cover up the bumps in blown vinyl wallpaper. You will have to strip it I'm afraid. Most blown vinyls are so thick, they tend to stay in one piece once you get a hold of it.
