It's one total amount for the entire case and it varies by State.

What State?

Small Claims Court is usually not terribly accepting of emotional distress cases due to the burden of proof but, again, it depends on the State.

You disagree that a person can file once for each claim and the fee schedule varies by State? OR you disagree that Small Claims Court is not accepting of emotion distress cases?

What is your reference for this disagree?

You are totally misusing the agree/disagree feature. Please back up your "disagrees" with legal citations or laws.

Here (http://www.gimmelaw.com/small-claims-court-jurisdictional-limits) is a table of jurisdictional limitations (maximum amounts) by state.
