If the child's mother has full custody and her last name but we pay the child support and the father is on the birth certificate do we have any say so over the child not getting his step dads last name.

The short anser is no. The reason being is that this is out of the rhelm of " we ".

This child belongs to your huband. He is the only one granted the decision making power. As far as a name change goes he will have to be notified and at that time he can contest it because it can't be done without his consent / knowlage. So its up to him to act or do nothing.
