C hild Support does not necessarily end at l8, in some states it is when a certain level of education is reached. You need to go back to the courts to find out.
I know a lot of college students who go full time and still manage to hold down some kind of job to help pay for expenses. Is there nothing he can do to help out?

It depends on the state you are in. In California, where I practice, we have no college support. Child support ends at 18 and after graduation from high school and in no event later than age 19.
Again, this varies from state to state.

And in Georgia, if written into the child support agreement it will go up to 20 year old

And I've seen Orders that go through four years of College. I've even seen one where the parents split the cost of law school. I found it a little over the top but that was the agreement which was turned into an order.
