Back in the 70s I remember seeing a rebellious political movie where the "young" people take over running the gov't and decide that anyone 40 years old and older are obsolete and are removed from their positions. There is a charismatic young man who becomes the ruler by running for office and then proceeds to run the gov't his way and sends the "older" people away (I can't remember the exact fate of the older people). The movie ends when the "young" ruler realizes that time has past and now he is almost 40 and is about to be removed from society by his own rules. During one of the final scenes as he's been replaced some of the new "younger" people comment to themselves about the "old" guy they see and feel sorry for him because he is SO OLD (at 40!).
