I won a judgment in small claims court, and I want to start wage garnishment. How do I do this?

Wage garnishment in Florida may be difficult; but there are other ways to get payment: Debtors' Rights in Florida (http://library.findlaw.com/1998/Dec/1/126478.html)
You will need to know where the defendant works. It will be useful to know where he banks, also, for bank garnishment.
You should be able to obtain forms and information from the court in which you won the judgement.

George is correct on his information. But there is one thing to remember if you get a wage garnishment on this guy. All he needs to do is quit that job and get another job and you will have to go through the entire paperwork process all over again from zero. He can keep quitting his job and you can keep having to go through the same rigamarole paperwork wise indefinitely.
