My fiance's daughter was taken by child services when she was 6 months old. She was placed in a foster home and recently adopted by the foster mother. My fiancé signed over his rights to the foster mother. He recently received a letter saying he has to pay child support. Is that correct? And why does he have to pay?

He may owe the state BACK child support, if he was in arrears at the time he signed away his parental rights.
