You may have to wait until he is 16.
Hopefully the 7 years will pass quickly.

Do your parents consent?
The only way you can get legally married to him is with your parent's consent
Nevada Marriage License Information -- Getting Married in Nevada (http://marriage.about.com/cs/marriagelicenses/p/nevada.htm)
Though you do seem a little young so why do you want to get married to a guy who is 25 and why can't you wait a few year?

Are his parents aware that you are dating?
You are old enough to possibly face child molestation charges.

Wait sorry I thought she said he was nine years older...
A nine year old is too young to date and you could face child molestation charges

OP: Do you mean 9 or 19? Big Big Difference

Is that what you meant to say? He is actually 9? I think that is not what you meant to say or maybe your parents really need to have a talk with you.

I'm sure she meant something else, I couldn't pass it up. I think they have been together for 9 years, and don't know his age.

These ages do have a tendency to make a difference...
You said he was older in the title so I assume he's not 9 but
Cindy? Is he 19... or is he 9 years older than you?

It could be 9, 19 or 25 depending on what she meant. Those are huge differences. I think she meant 9 years older according to the first asked question

If so, where were you when I was 9.

Haha, yea what kind of 9 year old used to could have got a 16 year old. But the maturity level is so off. In today's world though things are so messed up

Sorry, I think I started the confusion.
I don't read the title questions, I hover over the questions with my mouse and read the actual post. Didn't see the "older than me" part.
However, don't think a 25 year old should be having anything to do with a 16 year old though. You both need to be dating people your own age, maturity level and life experience.

To be honest. I'm not a fan of teen bride weddings, it's just a big commitment and huge step. If your parents think you are making the right decision and he agrees to marry you... nothing can really legally stop you.

I agree with what they are saying
