massplumber2008 seem to understand the problem the best. Is there anywhere that has picture info that will help me understand what I am dealing with before I start.

Hey, here's a picture that should be similar to the type of drain you have under the cement...

The idea will be to use/rent an electric chipping hammer and break away just enough cement from around the chrome strainer that you can finally twist and lower the strainer to flush with the floor.

Otherwise, if I remember correctly, you could always tile to the strainer height and then go with the transition strip I mentioned at last post.
