Buider put a rough in my basement for a bathroom. On 4 inch for toilet and then one for sink which is vented( I don't exactly understand venting but working on getting better) the problem I am having is that toilet has to be replaced to a diff spot since its in the middle and drain for shower stall has to be put in and sink has to be re placed as well. What I need to know is that is there another way around breaking the whole concrete to relocate everything? And is there a website that teaches more about venting in practical way

No and No I'm a contractor 30+ and this is the best interactive web site for venting adjustment. You can learn about venting form another site but it doesn't cover the other legal UPC. Code tricks. Many times venting needs tweaked and I guarantee this site is it, The plumbing professionals here are top notch.
Break out concrete is a given. ) Sorry(

If you can draw out what you need to do I'm sure we can put together a plan to help you pipe this up.
