Hi, vishnupillai!
There are many free sites where a person can have a website that has some if not all of the functions that you're trying to have. Please click on the following links.

There's even more places than those where a person can have a website for free.

Any number of free blog sites are also like websites.

If you have a word processing program like Microsoft Word, it's even possible to design a website using it, and some of the free sites will allow you to use your template from it on their sites.
Build a Website Using Microsoft Word - Google Search (http://www.google.com/search?hl=en&safe=off&q=Build+a+Website+Using+Microsoft+Word)
I wish for you only the best!
Thanks!

I think you're planning on making a Social Networking site, and I'll have to dissapoint you that without knowledge of how servers/websites/etc work you won't be able to start such a website.
Start by learning it starting with the coding language. A social networking site is much more then some basic HTML.
You'll need pretty good knowledge of HTML/CSS/(Javascript)/PHP/MySQL maybe some other languages, before even starting.
Good luck with that, with the proper determination you'll get there.

I agree with Artem. You're going to need at least a working knowledge of servers and databases to be able to do what you want. If you want to go with something prebuilt, phpNuke and a decent web host might be just what you're looking for. There's tons or nuke add-ons available, and if you get into PHP coding, it's not too hard to make your own.
PHP-Nuke (http://phpnuke.org/)
You'll need a webhost that supports PHP, and a mySQL database for this.
Another option is a joomla site. They're super easy to set up, and you can get tons of addons from their website.
