I would like to know about the code requirements for installing a 15 amp outlet in a floor... the flooring is a carpet... the location of the outlet is not open to foot traffic... it will be located under a desk where your feet are located... the outlet will be used for a computer and a light... front part of the desk is enclosed so, the only access to the outlet will be under the desk

Is there special equipment required for this installation or can I just just use the same equipment that I would use to install an outlet in a wall

A floor outlet must have a plate rated for a floor outlet. You cannot just use a standard wall plate.

Here is a brochure from Carlon that shows various types of floor outlets.

There are brass plates made to be used on a standard wall case or old work box also. These should be available at the large box hardware stores.
