Being three days away from getting a new flame sensor, can the two broken pieces of the old flame sensor be effectively welded together? (rod is broken right behind ceramic insulator)

Probably, but finding someone with a spot welder might be tough. The only place that MIGHT have one is an appliance repair place.

An orthodontist might also have one since they weld braces, but it's highly unlikely that he would do it for you.

Welding like this takes some experience and possibly some trials to get the duration and the intensity right.

Should have had it shipped overnight.
