My check engine light bounces on and off in my 2001 cavalier. I took to autozone the other day to have it checked but the scanner didn't come on. The associate told me that a fuse is blown for the ecm and to have them checked. I'm no specialist but from past experience the ecm is the main control for the car even running. What would be the cause for the scanner not recognizing when it is plugged in? Isn't their a way to get the codes with a paper clip or wire?

OBD II systems require a code reader or scan tool. Honda OBD I systems use the Service Check Connector and a paper clip jumper.

Take a test light or multimeter and test all underhood fuses, including the ECM Fuse:

I seriously doubt that the ECM fuse has blown. If you truly threw a code, it should be stored in the ECM's memory.

I went through and checked every fuse and they all lit up. It seems as if no power is going to the port.

Found out it was the fuse for the cigarette lighter

Doesn't seem right... cigarette lighter fuse shouldn't control the connection to the OBD-II. OBD-I on the older GMs would hook up through the cigarette lighter but your vehicle should plug directly into the connector under the kickpanel.

Well this is the fuse that controls mine. I pulled the fuse and it was blown. Then replaced it and got my engine code.
