Imagine if you had the pages of a book scattered around your house. You know where they are and in what order to read them, but you have to run all over the house to read them.
That's a fragmented file. The clusters that make up the file are scattered throughout the disk. The result is that when you access the file, Windows has to race all over the hard disk to retrieve the whole thing. That takes time and slows the PC down.
Windows Disk Defragmenter (or as I use O&O Defrag) scans your Hard Disk and places all your files close together and in order, so when you now access a file it finds it quickly.

Yes I do that every week, I clean my internet options I also bought an external hard drive to transfer my photos or files I don't use thinking maybe it will help my laptop but it's the same thing.

If a defragment does not speed your laptop up, your are only left with one option and that is to Format and reinstall Windows, but for that you will need the Windows Installation CD.
