I have a problem with my 91' civic. In the winter when I go to turn off my car, the engine will tun off but it won't go past the first key position. Meaning the radio and such would stay on. After a few minuets it will turn off, but that could be any where from 2-10 min. I eventually noticed the 'P'(park light) would delay to turn on, when it does I can turn it off completely. I'm pretty sure its some sensor issue, but what one and where it is I haven't a clue. Any ideas?

My guess, replace the shift "switch" in the shifter. It's a safety feature to keep you from shutting the car off while driving.
