I have a small business in nyc and I have a coustomer who come to me every day and but lives in longisland. He bought some stuff from me and did have enough money so he gave me his pay check and gave me 10% cut fro cashing. Afer a month now the check bounce. What shoul I do because someone say its illegal to cash a check. So can I get my money back somehow because he doesn't know the check bounce yet.

This is, in fact, an illegal practice in NY State. You have to be State licensed to charge a fee over 99 cents when you cash a check and within the past year NY has, in fact, begun to enforce that law in a big way. Ten percent - if you are licensed, which you apparently are not - is far over the limit which is below 2 percent.
There have been any number of arrests at mom and pop stores for this same thing.
The Court will not enforce an illegal act so I see no relief from you from the Court system, the basis of your claim being that illegal act and I see you subjecting yourself to possible arrest, penalties and fines.
I don't see you getting your money back without calling this transaction to the attention of the Police.
