My sixteen year old twins want their step-dad to adopt them. Their biological father
Is refusing to do this . We live in the state of Pennsylvania now but the custody papers were drawn up in New York. I have sole physical custody of the children.

They basically cannot be adopted without the consent of their natural father.

Custody doesn't enter into it. If the father wants to stop paying child support, you might be able to strike a deal with him but he can't be stripped of his rights without some other extraordinary circumstances, such as he's in prison for a lengthy period.

They can forever act like, treat, and feel that their step dad is their real dad. They can choose not to even have a relationship with their bio dad once they are 18. However, the bio dad can not be stripped of his rights unless you can prove he is a danger to them.
