Can a convicted felon, currently on parole, obtain a passport and a working visa to another country?
In the vast majority of cases felons on parole as a condition of that parole cannot leave the Country and, therefore, cannot get a passport. What are the conditions of your parole?
As far as working visas to other countries - that's controlled by the country you are entering, not the country you are leaving.
It would, obviously, appear that if you can't get a passport you have no need for a visa.

When you are on parole, it simply means you are not allowed to leave the country. So you are not eligible to obtain US passport for now.
In most countries, background check is one in procedures of obtaining work visa. So it depends on what is in your record...
