My name is karla and I am 13 years old. I really enjoy singing and is one thing I really love to do. My fam. Tells me that I have a really beautiful voice, but I would really love to hear it from other people. I would really want to become my talent into a career. I get some hints from my friends but don't really help...
So what should I do to get noticed or discovered?

You're really young to be thinking about becoming famous! If you're really up to it, it will take a lot of work, but I don't doubt you at all.
You should probably take professional vocal lessons, and learn about musical theory, private lessons aren't inexpensive, if you don't have a job, you'll need to ask your parents about that one.
Whoever does your lessons, (depending on who and where) could maybe hook you up with a performance on-stage.
After you get better, you will want to get someone to record your voice, and make some simple demos. Pass out demo CD's to anyone and everyone, and hopefully in time, you will find someone who will want to produce your music.
Even then, exposure takes a lot of effort and time, and it takes dedication, even when you aren't a well-known singer.

Yeah, I've been to those street party's where famose singers perform and people only have to pay like $15 for the entrence.

You won't make much money being a singer- at least not until you're uber famouse. Generally, bands here (my friends and mine) can make $0-$300 IF and WHEN you actually get a gig.

First of all, There are hundreds of people who have a career singing that aren't famous. So you need to ask yourself whether you want to be famous or you want to make a career of singing.
The second thing you should be doing is joining your school's chorus. Having family and friends tell you that you are good isn't enough. You need a professional evaluation. So you should be in the chorus and get your music teacher's evaluation.
The next thing you need is training. While you may have natural talent, you need to learn how to use it properly. If you research it you will find that most famous singers have had formal training.

Not much.. I only sing in front of my friends but haven't really sung in front of an audience.

Ok, you will want to study music theory and take voice lessons, Often learning to pay a mucical instrument is helpful. Even the best performers have vocal coaches that travel with them.

My suggestion right now would be that you try to get yourself involved in some sort of community theater so that you can get some experience singing, at least in a group at this point, in front of others.
Singing in front of others who you don't know, can be scary, if you haven't prepared in certain ways for doing it.
Would you have those sort of opportunities where you're located?
The steps that you take to be a singer, either professionally, or as an amateur, is a gradual process that can take many years to develop.
You have to have a lot of patience and perseverance at achieving the goal that you desire!

Well then you are a long way from being ready. The first thing you need to do is join the school chorus and see what courses in music are offered.
