Are there specific labeling laws for ny for selling cookies by mail order
Is it easy to find product specific packaging?

Good for you for taking the step.
There ARE label requirements for ANY consumer product, and I'm sure they're federal laws.
Beyond the labeling laws, however, I'm sure there are local health department rules that most likely would require your cookies to be made in a commercial kitchen.
Sure, you can find packaging designed to your exact specifications...
To make SURE you're adhering to ALL the laws that would pertain to your business, I'd hire a CPA. You're eventually going to need a lawyer too. Actually, if you're going to rent commercial space, you're going to need a lawyer NOW.
