The starter or even the battery could be dead

Perform the K-Test on the ECM. Sounds like the ECM is bad.

How do u perform a k test I put a paper clip in the clip to check the codes and the light wouldn't blink it just stayed on

The K-Test: Remove the MAP Sensor connector and turn the ignition switch to ON (not start). Using a multimeter, check for 5 volts going between the MAP Sensor connector's reference wire (+) and ground. As you look at the connector, this is the socket on the right. Really press the black test lead into a cleaned main ECM ground on the thermostat housing. If the voltage is low, it's probably indicating ECM failure. Most failed ECMs will record a fraction of a volt. To me, the K-Test is simple, elegant, and accurate.

. Since you replaced the ECM, does the Check Engine Light now come on and go off normally, when the ignition switch is turned to ON (Position II)?

. Check all under-dash and under-hood fuses with a test light or multimeter:

If everything above checks out okay, and since you have replaced the ignitor, coil, and main relay, I'm left to suspect a problem with the distributor housing itself. One or more internal sensors (CKP, CYL, or TDC) may be damaged, which are unserviceable. Only use a genuine Honda distributor housing, since we have had many problems with even new aftermarket distributors on Hondas.
