It depends on whether you are going to run under your own authority or lease to another company as an independent contractor. If you lease to another company they usually pay all insurance and permits for a percentage of the freight charges. To run under your own authority as a contract or common carrier you'll need at least $750,000 in liability and property damage and enough cargo insurance to cover what you are hauling. You have to apportionate your plate registration fees to whatever states you are planning to run in and you need to get an ifta(interstate fuel tax agreement) permit. There are companies that will do all of this for you for a fee. Just Google operating authority and pick one or call the FMCSA (federal motor carriers safety administration) and they will walk you though the process.
