Check your keyboard mappings as you are set for the wrong country.

Start > Control panel > Date, Time, Language, and Regional Options > Regional and Language Options.

Make sure the EVERYTHING is set to the correct country for your keyboard.
Normally this problem is seen with an English keyboard on American settings.
