The well pump keeps kicking on and off I think the blatter tank is water logged, how do we fix it

If you are certain its waterlogged, then the bladder is ruptured. With most tanks, the only solution is to replace the tank, though there are some which allow you to replace the bladder itself. As a "get-by", you can drain the tank, charge it with 20# or so of air, and turn the system back on. That will work for a while until the air gets dissolved in the water, then you will be back to where you are now. Also, some tanks have a material inside the tank which has a bad odor which the water can pick up, so be aware of that.

BTW, you have pushed the air valve at the top and water comes out?? That is the basic test for a waterlogged bladder tank.

One more thing. A waterlogged tank will cause the pump to short cycle only when water is being used. If you're not using water and the pump is still cycling, then you are usually looking at a bad checkvalve.
