I have a neighbor that has called everything out on us she has called the cops saying that we were selling drugs cops came out saw that it was untrue. Called the dog pound on my dogs. Called child protectived services , city ordinance officials , animal control for my horse. I lived here for 2 years and ever since the 1st day she complains of everything and anything that she thinks she can. What can I do? Other than sell and move out.

Other than sell and move out you could spend a lot of money and get a restraining order on the neighbor. BUT usually that is not a good idea as most people once they know there is a restraining order on them, they will do everything under the sun to actually test this order. This causes more problems in the end, believe me, as I've had the same thing happen to me many years ago. My best bet was to actually move. I know you didn't want to hear that but that's reality, so deal with either them being jerks and you losing your marbles, sleep, whatever, or going elsewhere as soon as you can. OR you could hire an attorney and sue them. Sue them for what I don't know. That's what you'll be spending megabucks on an attorney for.

As long as they keep coming out and seeing that your neighbor is calling for invalid reasons and they find nothing wrong they will eventually get fed up with her calling and possibly even get her in trouble (charging her) for harassing you and calling them with false reports.
I think it might do you good to document every call the authorities have responded to and even get the reports. When they see you have a 'book' full of unfounded complaints it will prove that she is nothing more than a nuisance.
