Who sings the song with part of the lyrics that goes like this " They gave him his orders in Monroe, Virginia " saying Steve your behind time this is not 38... "" and what is the song called

The name of the song is "Wreck of Old 97". It's been recorded lots of times. I know Johnny Cash did a version. Here are the lyrics:
