My husband was convicted for armed robbery 16 years ago when he was 18 yrs old in virginia in 1993 and was charged with a felony he was a first time offender and have not been in trouble since I would like to know is he able to get a passport being a convicted felon and is there a process for him to get his rights reinstated.

The passport won't be a problem. Depending on your state, he might be eligible to vote already without doing anything. The only other right he lost was the right to own a firearm. If he doesn't want to own a gun, then I'd check with your registrar of voters about his right to vote.
Now, if you want to know something besides that, please be specific. There are situations where a pardon is necessary, and other situations where that's overkill.
