There are a number of options out there. The hardest part can be installing the software but there are plug & play packages out there, too. Once you're installed, setting up the forums and configuring them is pretty easy. Here is a forum wizard (http://www.forummatrix.org/wizard.php) that will help you select a package based on your requirements. And here's a good site with reviews (http://www.forum-software.org/) of various packages.
First step is understanding your requirements: write down what features you need on the forum, and the infrastructure (PHP, MySQL, etc.). If the company is hosting externally, check and see what forum packages are available to install from your hosting panel. That would probably be the most quick and easiest route to getting up & running. If after you run through the wizard and look at some of the reviews, tell me something about your web hosting environment and your requirements and I can probably make a couple of recommendations for you.

AMHD is based on the vBulletin software and is NOT really recommended for new forum operators as it is extremely involved.
A good one to try for starters is: Home of SMF: Free PHP and MySQL forum software (http://www.simplemachines.org/)

All of the forum/BB packages out there will offer these basic capabilities... SMF is a great one, as Ben says, and another good simple choice is Vanilla (http://getvanilla.com/). Both are free, BTW.
