I have not gotten a better shot but I think it may be Pieter van Schuppen. I am going to research some more for comparison. I think he was mostly known for engravings. Any ideas are welcome.

Thanks, my guess is 1800's, upon further research. Actually, I also found Petrus van Schendel as a more likely possibility. There is a lot of information about him. And he was well know for candle lite and night light scenes. So this might be an earlier work. I'd like to find his signature. Though, I've only found reference that he signed "P. van Schendel. I'll keep working on it. Thank you for your interest!
