From the website for council properties. It would appear that when 3 children share a room, you need permission; you do not with 2 children.

"Every person over the age of 14 is entitled to a room of their own.
Any only child is entitled to a bedroom, but if you have more than one child they may be able to share a bedroom.

Two children of different sexes under the age of 7 can share a bedroom.

Two boys or two girls under the age of 14 can share a bedroom.

Also if the person wishes to allow two same sex children of 14 years and over to share a bedroom, this could be their choice.

Whether it's appropriate is another question for someone to answer.

You may need another bedroom if anyone in your household has health problems. "

I would give the 11 year old her own room if possible. Do they all have the same bedtime? Are they getting plenty of sleep?

Maybe the 11-year old can have a separate room now. She is approaching her teen years and she needs privacy more than ever, heck maybe more than an adult. That's how teens are now.Demanding and wants to be self-sufficient and independent.

If you can afford it, then yes let the oldest child have her own bedroom.
