We have had our grandson since he was 9 months old, He is now ten he really wants us to adopt him. What do we need to do to be able to adopt him.:)

Contact a family law attorney. You will need one to prepare the paperwork. The attorney will then take care of everything.
It might help to know the conditions under which you have been caring for him. That might have a bearing on your ability to adopt.

I do believe, despite the fact you've had him nearly all his life, that you will need both biological parents to sign away their parental rights to the child before you can adopt him. If you were granted custody through a problem with the parents & CPS, or just raised him from a request by the mother... either way, adoptions are only allowed if the parent(s) sign over their rights.
If the parents won't do this, then there is no legal way, to my knowledge, that you can legally adopt him. So I would start there...

While Pamela is 100% right about getting the parents to sign off, I disagree with starting there.
I just don't think we have enough information to make that recommendation. Since you will need an attorney to prepare the adoption petition, I think you should start with the attorney because they can advise you on all the rest. It could be that whatever circumstance put him in your care would be enough. Its also possible there is a way around getting parental sign off, depending on the circumstances. That's why I said understanding those circumstances might help us advise you better. Without knowing the situation, your best bet is starting with an attorney.
