Have 1989 silverado 3/4 ton with what I believe is a starter problem. Check engine light come on when I turn the key, but almost no noise from starter. Not hearing click-click-click. I can not reach the starter relay terminals to see if I have power there. I see the bolts that hold starter. I also see a bolt on end of starter connected to a thin metal arm. If I remove starter I assume it must be moved back to clear the bell housing, but this thin metal arm will be in the way.
SO how to reach terminals, and what to do concerning this thin metal arm?

That thin metal arm is a support bracket for the starter motor, designed to reduce vibration. It needs to be reinstalled when the new starter is installed.
