What do you do if a user can't log into windows? (screen stuck on hour glass)

Any changes that either happened or that you perhaps made to your computer around the time that the problem started; particularly any software or hardware that you installed or setup.

What OS?


Turn off PC and then restart and start tapping the F8 key

A option menu should come up and choose the option
Last Known good configuration and let it go through process to see if gets into windows

If the Last known good config doesn't work then would I try to restore from an earlier date?

Yes, that would be next logical step - hopefully with the last configuration option, it will reset itself to before this happened

On that same screen, you will have option of course to go to safe mode, in safe mode go to system restore to previous date to see if that will help

YOu can also try to boot from safe mode and do a system restore from there
