Hi, mramey12!
To my knowledge, there aren't any grants available just because someone is an ex-felon. Once a person has done their time been on probation or parole, basically paid their debt to society, then they are free to apply for monies just like anyone else does in the form of loans from banks, municipalities and others.
What kind of business is it that you inquiring about concerning obtaining money of some kind to start, please? It would be helpful for us to know that.
There just might be a member here who knows about the kind of business about which you are inquiring.
Thanks!

I am interested in starting my own salon, I am currently in cosmotology school and will soon be graduating. Having my own salon has been my dream since I was a child. Unfortuantly, my life took a turn down hill in my early years,I was incarcerated for a few years of my life but that will not stop me from following my dreams.
