I have a six year old daughter. When she was born, her biological father was not around to sign the birth certificate so he is not on the birth certificate and she has my maiden name. He pays child support but has never visited her. I have married and I would like to change her last name to my married name. How do I do this?

Is the support court ordered? That will make a big difference because if it is court ordered then the judge should have orderd his name to be added to the because. In which case he will have to sign to allow the name change. If the support is not court ordered you need to get that taken care of first because he could stop at anytime.
