Is it a crime for a person to get paid to marry an out of country(Phillipines)person to enable them to get citizenship here in United states? If so, Where can it be reported?

If just to get US citizenship yes.
If JUST married in the Phils but done in good faith, it's not a illegal.
Immigration people is very much experienced about fraud marriages. Couples go through a very extensive cross examinations, investigation and surprise check to see if the marriage is genuine.
The US citizen will be jailed and pay 10 grand while the other will be banned from US soil forever.
Im just not sure what numbers to call.

It's a crime... Yes. If convicted, immigration fraud carries a maximum penalty of 25 years in prison plus $250,000 fine, and making false statements carries a maximum penalty of 5 years in prison plus $250,000 fine on each count. However, the Court would determine the appropriate sentence to be imposed.

But it is hard to convict, and seldon investigated, but you can report it.
