Does New Zealand have extradition treaties with Pennsylvania? I would like to travel there and no one can tell me as I am traveling with someone on state parol.

The person on state parole would definitely need the parole office's written permission to leave the state and the country as well. What do you mean by extradition treaties? Has the person already left the states and is now in NZ? He might not get out of the airport if he does not have proper travel papers and/or a passport. You can travel with no restrictions, but I highly doubt your friend will be traveling anywhere.

The person was told he could travel, as long as Pennsylvania has extradition with new zealand. Before we buy the tickets, we were trying to find out if it will be a problem.

In order to find out 100% I would ask the New Zealand authorities.
