Central A/C system turns on using thermostat however, no air blows out of vents. Inspected condenser fan and noticed it was not running. While unit was on, I turned fan by hand and it started to rotate on its own. After an hour of normal operation, the condenser fan stopped again. Could this mean the condenser fan motor is going bad?

Each motor may use a capacitor to start, rolling the fan balde to get it started is a symptom of a defective cap. But both the blower and condenser fan motors at the same time? I suppose it is possible, they may have been subject to a surge that took both of them out.

Or it is possible the caps are good and you are experiencing a low voltage condition.

I think you should call a tech out to check both units, unless you have the test equipment and knowledge to check yourself.
