Why would a boyfriend tell his girlfriend that it is OK if she cheats on him, and he won't leave her if she dose?

That would mean that he does not really care for that person and that maybe he has already done the cheating??
All Speculation.. Why not ask why somebody would say that..

Well the most obvious reason would be he is guilty for something in the past but then again people say stupid things maybe he is just expressing no matter what he wants to be with her but I'd go with the first thing.

I believe it could be two options. 1. He is quilty of something and is telling you. Or 2. He is trying to tell you how much he cares. Either one is not good. By being quilty of something, there is a problem on his side and if he is trying to say how much he cares that was a bad way to say it. I have done the same thing and it was because I thought so much of the girl. But I believe that opened the door to show how much control she had and left me open for abuse. Not saying you would do something like that just stating what has happened to myself.

I think more often than not. He has been cheated on by a few girls and this time round he is just going to Op for a different view
Probable thinking if he acts like he does not care she won't do it, or he might not even care probable does not want to put so much control over you
Its tough but let him know that. That's not the typ of relationship you want with him your with him and only him
And you want the same from him

Swinger? Some guys get off on this. I have a friend who is like this. His wife picks up guys (strangers), has sex with them and then she tells him about it. He gets excited and they have sex.
Too each his own.

I've been married 23 years... not dating, married. I've told my wife that same thing many times. I'm not a player, I have no intention of infidelity nor want/expect it from her. It was a statement given during discussions concerning "foreverness" of our relationship.
Now, if I were DATING and said that to her, I'd expect her to be suspicious. Everything suggested by earlier answers could be true... player, unfaithful himself already but still wants to be with you, crazy, insecure... whatever.
Or, it could be an early version of my promise.
All we can do is speculate. Is that what you want, speculation of strangers? This is one of those times that you need to sit your guy down over some coffee and carefully extract the background behind him saying what he did.

It means that this BF is just not sincere in his relationship. Sincere guys will surely have at least a teeny weeny bit of possesiveness for you...
But if he is saying this - it means that he is just not into you... It may also mean that he is going around with other girls... so beware...
