My husband did not see his child from another relationship for the first 2 years of her life. Does that mean he gave up his parental rights?

No, that means that he didn't see her. He has to sign away his parental rights. In some states, some judges won't allow it. Why do you ask this question?

No, it does not. Does he even have a visitation order? If not then he should get one so that the mother can't just say no you can't see her then because he will have it ordered by the judge.

Yes he pays child support every month

Was visitation ordered and it's not happening or was no visitation ordered?
(And good for him, paying support - usually when people post they aren't paying support.)

No that does not mean anything except he just has not seen her, Why is he not seeing the child, has he went to court and gotten court ordered visitation. If he has , has he been fighting for those rights.
But no, he merely needs to either get a court order or get it inforced

Well pretty much what has been said is true if there is a visitation order he needs to have it enforced if not he will have to go to court to have a visitation schedule ordered.
