I ran a subpanel aprox 130' from my main panel out to my shop and would like clarification on weather the ground rod at the sub panel should be bonded to the neutral.

Ground and neutral should be isolated at the sub-panels. You usually have to buy a ground bar kit and not install the neutral to ground bonding screw.

Actually it depends on what you ran for a feeder.

Under certain circumstances, a "3-wire" feeder IS/was allowed. In this case the neutral IS bonded to the panel and also serves as the ground, just like in a main service panel.

A ground rod (or two) is always required at a remote structure sub-panel.
